Operations

The Pension Appeal Board (Työeläkeasioiden muutoksenhakulautakunta TELK) is the first appeal instance in matters concerning earnings-related pensions. The Board functions independently of the pension providers. The appeals process to the Pension Appeal Board is regulated by law in the Employees Pensions Act (TyEL). In the processing of cases, the Pension Appeal Board applies the Administrative Judicial Procedure Act (Laki oikeudenkäynnistä hallintoasioissa, 808/2019).

The operations of the Pension Appeal Board are enacted in the Act on the Pension Appeal Board (677/2005) as well as in the rules of procedure of the Board. The Act on the Pension Appeal Board enacts issues such as the financing of the Pension Appeal Board, determining a budget and approving the annual statements. The operations of the Pension Appeal Board are financed from a parafiscal fee charged from the earnings-related pension providers. The decisions of the Pension Appeal Board are appealed to the Insurance Court.
